The San Jose Police Department Foothill Division has four main priorities. These include the reduction of gang activity, the investigation of traffic related concerns and complaints, maintaining strong partnerships with the community and to address community concerns relating to quality of life issues.
The division consists of approximately 623 street miles and is divided into four policing districts: Paul, Mary, William and Charles. Foothill Division attractions include the Eastridge Mall, Raging Waters, Alum Rock Park and Lake Cunningham.

The SJPD Foothill Division is commanded by Captain Mark Bustillos. Born and raised in San Jose, Captain Bustillos joined the SJPD in 1992 as a way to give back to the community. During his tenure he has served the Narcotic Enforcement Team, M.E.R.G.E (SWAT), the Special Operations Division and the Field Training Unit. He was promoted to Sergeant in 2002 and since that time has worked in the Criminal Intelligence Unit, Internal Affairs Unit and Special Investigations Unit. Captain Bustillos received his Masters Degree in Public Policy from the Claremont Graduate School and his Bachelor’s Degree in International Relations from Stanford University. He is a strong believer that internal and external collaboration plays a key role in building the community’s confidence in the department.
